No. 1.-Protocole de la Conférence tenue au Foreign Office, le 4 Novembre, 1830.

Présens :-Les Plénipotentiaires d'Autriche; de France; de la Grande Bretagne; de Prusse; et de Russie.

SA Majesté le Roi des Pays Bas ayant invité les Cours d'Autriche, de France, de la Grande Bretagne, de Prusse, et de Russie, en leur qualité de Puissances signataires des Traités de Paris et de Vienne, qui ont constitué le Royaume des Pays Bas, à délibérer, de concert avec Sa Majesté, sur les meilleurs moyens de mettre un terme aux troubles qui ont éclaté dans ses Etats; et les Cours ci-dessus nommées ayant éprouvé, avant même d'avoir reçu cette invitation, un vif désir d'arrêter, dans le plus bref délai possible, le désordre et l'effusion du sang; ont concerté, par l'organe de leurs Ambassadeurs et Ministres accrédités à la Cour de Londres, les déterminations suivantes :

1o. Aux termes du § 4 de leur Protocole du 15 Novembre, 1818,* elles ont invité l'Ambassadeur de Sa Majesté le Roi des Pays Bas à se joindre à leurs délibérations.

2o. Pour accomplir leur résolution d'arrêter l'effusion du sang, elles ont été d'avis qu'une entière cessation d'hostilités devrait avoir lieu de part et d'autre.

Les conditions de cet Armistice, qui ne préjugerait en rien les questions dont les 5 Cours auront à faciliter la solution, seraient telles qu'elles se trouvent indiquées ci-dessous.

De part et d'autre les hostilités cesseront complettement. Les Troupes respectives auront à se retirer réciproquement derrière la ligne qui séparait, avant l'époque du Traité du 30 Mai, 1814, les Possessions du Prince Souverain des Provinces Unies, de celles qui ont été jointes

40. Que si, pour mieux atteindre le but ci-dessus énoncé, [le maintien de la Paix générale,] les Puissances qui ont concouru au présent Acte, jugeoient nécessaire d'établir des réunions particulières, soit entre les augustes Souverains eux-mêmes, soit entre leurs Ministres et Plénipotentiaires respectifs, pour y traiter en commun de leurs propres intérêts, en tant qu'ils se rapportent à l'objet de leurs délibérations actuelles, l'époque et l'endroit de ces réunions seront, chaque fois, préalablement arrêtés au moyen de Communications Diplomatiques; et que, dans le cas où ces réunions auroient pour objet des affaires spécialement liées aux intérêts des autres Etats de l'Europe, elles n'auront lieu qu'à la suite d'une invitation formelle de la part de ceux de ces Etats que les dites affaires concerneroient, et sous la réserve expresse de leur droit d'y participer directement, ou par leurs Plénipotentiaires.
