I really find the State of England in ge neral to be thus. Its Trade under a fen fible, miferable Decay in all its Branches.Its Navy great and flourishing;_ but all her well-laid Defigns either defeated in their Preparations, by the miferable Methods, and ill Government with relation to Seamen, or disappointed by the ill Conduct or Cowardice of Her Commanders. blending together the most abfurd Contradi&tions, fuch as propagating Religion by a scandalous Miniftry,reforming Manners by debauch'd Magiftrates, and chufing Men to make Laws by Bribery and Corrup, tion.
