PREFACE. THE approach of the time when the full effect of the Railways Act will come in force, namely, on 1st January, 1928, renders it necessary that its provisions should receive careful consideration and the effect of the enactment duly weighed. It is with a view to dealing with some of the difficulties which may arise and also enabling the trader to realise some of the reasons for the circumstances which have arisen and new charges that he will have to meet that this book has been written, and it has been the Author's endeavour to keep both these objects in view. If the trader is confronted with new difficulties and fresh burdens, he is also in possession of new rights, and he has the advantage of recourse to a cheap and business-like Tribunal. Even the simplest form of arbitration needs some procedure to ensure the definition of issues, and it is hoped that this book will afford the trader sufficient information not only to show him his remedies but how he may pursue them. No attempt has been made to deal with the powers of the Tribunal in connection with passenger fares, as they are considered to be outside the scope of this work. The procedure of the Court is, however, materially the same as in the case of goods rates. The Author's thanks are due for the unfailing help given out of his wide experience by Mr. A. E. Vere Robbins and for his kindness in placing his knowledge of the subject at the Author's disposal and rendering much extremely valuable assistance in the compilation of this book. October, 1927. E.
